So poking around some more I think this has something to do with yum 
inside the chroot.
http://mirror.centos.org/centos/Null/extras/x86_64/repodata/repomd.xml: 
[Errno 14] HTTP Error 404: Not Found

So I started poking around with the yum.repos.d/Centos-Base.repo

I ened up replacing all the $releasever with 5 and $arch with x86_64
then I ran the rinse command on the same directory again. It seems it 
did not hammer my modifications to the file because it found all the 
repos it was looking for and started pulling down more packages.


rinse --distribution centos-5 --directory=/tmp/centos5 --arch=amd64
The rinse completed successfully and I can chroot into the directory.

So whats the best way to control what those variables would see when 
running rinse?
