I did that some while ago and remember it worked - but have no 64 bit
here anymore.

Do you have debootstrap from etch installed?

In my experience, most debootstrap  releases only correctly bootstrap
the distribution for which they are built.
At least, i stopped trying a long time ago to bootstrap another
version and install the debootstrap for the target distribution.

To save the steady reinstalling, I unpack debootstrap packages for
other distributions somewhere else (var/lib/fai/bootstrappers, as I
use it for FAI installs), and run the debootstrap from there. It then
needs an environment variable to be set to find the locations of it's
scripts. Something like DEBOOTSTRAP_HOME  but you have to see the code
or man page.

erm, I did not realize this above. clearly you can't installl with
--arch amd64 if there's no support in debian for this arch and the
version you wanna bootstrap... but you can try --arch i386. I think
that was exactly the situation when I wroite the wishlist bug for
adding --arch to xen-tools.
