Which will cause duplicate users or even users like "www-run" and
"www-data" just because the host system uses other role-accounts.
Maybe you should drop this feature as it only work half-reliably if the
host and the target are from the same distribution.
Or change it in a way which allows the user to specify which users to
create in the new system, preferably using tools like adduser or useradd,
depending on the target.
