[xen-tools] please search templates in /etc/xen-tools

Hi,
I realize, while config files (--config ...) are nicely searched in
/etc/xen-tools, this is not the case for templates (--template).

It would be nice if that could be done.
(maybe for both, xen-tools should look, if there is a relative or
absolute path given, and try to follow these, and as last option,
assume the filename is giving as from /etc/xen-tools/.
