I would *guess* it isn't hanging at all, but debootstrap is.
Does that work when used manually?
Either way add --verbose to the command line (for the xen-create-image
call) and you might see more interesting output in the logfile.

If I execute xen-create-image on ubuntu it worked(debootstraped).But the disk.img file size is zero.If I execute the same command in Xen it hanged.
