From my experience Centos/etc do not have this problem because the
"rinse" is less advanced and just installs the latest packages its finds.

If as Stephane says this is intended "debootstrap" behaviour, then to me
the most reasonable first step is to edit 20-setup-apt to perform
"apt-get upgrade".
In regards to adding a flag, is there a good use-case for creating
images that are not as up-to-date as possible?
