Xen, latest versions 3.x and 4.x.

No Java API.

Sure. It's free software. (And yeah, I just noticed, it's not obvious
on the website. Will fix that.) You may redistribute it under the
terms of either the Perl Artistic License, or the GNU General Public
License version 2.0 at your choice -- which are the same license terms
as for Perl itself.

It's written in Perl.
