[xen-tools-dev] make test fails on 32bit x86

Ubuntu has had the libc6-xen library since at least hardy, which makes
the explicit disabling of TLS unnecessary.
It looks like the 20-setup-apt hook installs that package, thought its
not clear why its mixed into that hook
