[xen-tools] Split --passwd into two new options?

Hi.

Currently omitting --passwd causes xen-create-image to copy all users from 
the current system onto the new domU, specifying --passwd asks for a root 
password and does not copy any users.

I (and my collegues) find this unintuitive since it is quite valid to not 
specify any root password (yet) but to at the same time wanting a clean 
new domU without any users or other cruft from the host system.

So I think it would be best to split the behavior of --passwd into two 
options:

 --passwd     ==> ask for a root password
 --copy-users ==> copy users from host system
