[xen-tools] [PATCH] ubuntu 25-generate-locale needs ${prefix} for installDebianPackage

Add omitted ${prefix} from installDebianPackage invocation in
25-generate-locale.  Without this patch, the -d assertion in
installDebianPackage triggers.  Ubuntu images should still build in this
case, they will just be extremely angry when apt-get does its thing for
most packages.

(Apply with patch -p1)
