  This has been reported as a bug previously:

  (I think I just replied to your post on the xen-users mailing list
 too.)

  The problem is that you can only have one type of console, either
 ttyX *or* xvc0.  Right now nobody can tell me how to detect which
 one to use - once somebody does so I'll be able to safely
 make the change.

  For every Xen host I've installed and configured I've always used
 ttyX.  I have *never* seen xvc0 being used.  Ever.

  There is obviously something I'm missing here, but I cannot
 make the change to fix it for you right now - if I do so I'll
 break it for everybody else (and myself!)

  Sorry to be so unhelpful.

  For the moment you might want to use a role-script to change
 things for you post-install, that will allow it to work for you..
