  This means that the RPMStrap installation failed.  Mostly because
 RPMStrap is not a great program and the lists of RPMs it downloads
 is often out of date.

  I'd suggest you take a look at this bug report for a simple
 script which will *attempt* to fix things up:

    http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=359140


   Once you have a working rpmstrap command xen-tools should 
  work just fine.
