I've not seen this problem, but I don't have much experience with
fedora.

I don't see anything obvious wrong in your transcript...
Probably a good idea to either mail the fedora-core list, or the
xen-users list.
For what it is worth with my Etch dom0 system I can run this to
get a guest - but it gives a kernel panic on bootup "invalid opcode:
0000 [1] smp"
xen-create-image --hostname=fo.bar.baz --ip=10.0.0.209 \
--dist=fedora-core-8 --install-method=rinse --arch=amd64
