Ha, I found the problem.  The person I had doing this never ran the
image creator to completion because it was missing the "Template perl
module" so he gave up and then told me it had worked.  Before I start
to chase down all of the dependencies this begs the question is it
even possible to run xen-tools on Fedora 8?
