I would *guess* it isn't hanging at all, but debootstrap is.

Does that work when used manually?

Either way add --verbose to the command line (for the xen-create-image
call) and you might see more interesting output in the logfile.

One thing I wanna clarify one things is why are we exctracting and validating 
packages after disk.img and swap.img and before /etc/xen/*.cfg
creation.
