Added the following to /etc/xen-tools/role.d/minimal:

installDebianPackage ${prefix} openssh-server
installDebianPackage ${prefix} openssh-client

and the two packages were installed in a new DomU. Brilliant! Did I
mention that xen-tools rocks??
