I plan to rebase against that and submit any relevant changes I have in
the next few weeks. I can't see any evidence in the recent changelog
that any updates have been committed to make Lucid work, but I'm
certainly happy to try it out.

I'm not having that tar problem, I have recent kernel on dom0. The guest
image is created and boots, it just fails part way through with udevd
and plymouth.
If this is just me and git trunk builds a nice working Lucid image, then
I'll rebase against that now. I haven't seen any mailing list chatter or
commits mentioning this, so I thought this may be as-yet-untreated
territory.
