I've seen this on CentOS machines and iirc this is "the" classic,
missing perl Dependencies error. Make sure you have atleast
Perl-Text-Template installed, this is perl-Text-Template.noarch on
CentOS (probably fedora too).

One thing i think we should implement in xen-tools is a check to see if
these packages are actually installed... this is the most common error
on the discussion lists.
BTW, are you using rinse to install Fedora? I wouldn't be too sure that
rinse will work properly, it's very buggy in its current state. If you
have any other idea of how to install "rpm-based" systems, please do
tell us. This is namely one of the things Axel and I are regularly
discussing, i.e. whats the best way to implement install such systems.
