Oh so it wasn't just me that didn't test it :D

This is a definate won't fix. We want to generate the keys before hand
so that we can show the fingerprint post install.

I don't see how this can scale without errors. Doesn't xen-tools
currently copy all users, i.e. all daemons too? In this case it'd be
smart to just copy everything with uids >1000.
