Well, it is indeed a good idea to always install udev in some cases,
but IMHO there can be cases where udev is not wanted (or even caused
problems, BTDT).
One problem is that I can't remember, in which cases exactly udev
caused the problems. Was Etch related though. And then OTOH, every
Squeeze and Sid installation should get udev via debootstrap anyway.
So this problem probably mainly exists with Lenny (and maybe some
non-debian distribution)...
