  I'll see if I can update that to be optional if I can add a

  Install cvs2cl then run "make changelog" from the source-directory
 to fix it for the moment.  Or simply "touch ChangeLog"!

  This is just because the "make release" usually makes a ChangeLog
 file so this is never an issue normally.
