  I think this is the kind of thing that you should probably consider
 a local change.

  Create the directory /etc/xen-tools/skel.d/etc, and place a 
 file called "modules" inside it.  This will be copied over to
 your new system(s).

  I think your situation of installing Debian upon a Fedora host
 with a kernel not having xennet compiled in is sufficiently unusual
 that it isn't something that should be handled automatically.

  (Failing that you could write a shell script and place it in
 /usr/lib/xen-tools/debian.d/ - using the existing scripts as a guide.)
