  I guess the problem were trying to solve is that this doesn't
 happen automatically and might be non-obvious.

  That suggests that somebody might write a role script and do
 something crazy like:

   installDebianPackage cron

  .. leading to failure.

  So from that point of view it makes sense to either do it
 in 0001-disable and 9999-enable.  Or do it always.
