[xen-tools] More changes

[C.J. Adams-Collier]

I am a fan of Perl::Critic.  I've added a rule to the Makefile to run
the perl scripts through Perl::Critic.  It relies on a perlcriticrc
file being in the same directory as the Makefile.  I've attached one.
