[xen-tools-discuss] patch: new rinse option to use rpm2tar instead of rpm2cpio

AFAIK, there's no rpm2tar command in Debian. Not in stable, not in testing.
Also Centos 5 and 6 do not have this command. So for me there's no
reason to add this option to rinse. I also guess rpm2cpio should
work. If not, please find out why is it broken. I guess it's not
rpm2cpio fault.
