 I checked my locale and it seemed correct.
However, i noticed my rpm binary was a little old at version rpm-4.4.6   I updated to rpm-4.9.1.2 and this resolved my problem. (rpm2cpio was the problem, too old version)
I'm running on funtoo (gentoo basically) Sorry, i should have checked this first. Thanks for pointing me into the right direction. (check my install) Hopefully this will help future people.
